wouldn't it be the FIRST annual Legislative Summit? And if so, how do we know it is annual until the second one?

You bring up a good point Gerry, one that was actually discussed at NCSL!
Has your office had this debate about using the term First Annual?
I was told by my junior high school English teacher that "there is no such thing as First Annual."
An event would have to be in the second year of operation before you can use First Annual...the same point you raised.
Does anyone else agree with my former teacher? Mr. Born, are you reading this?

"The Meeting Formerly Known as Annual"
