In Governing magazine's blog, 13th Floor, Josh Goodman has updated my post on electoral college reform with the news that the California Senate has passed a bill to form an interstate compact to give all of the state's electoral votes to the winner of the national popular vote. Josh points out the irony of the states passing legislation that would negate the states' rights benefits of one of the cornerstone's of the framers' ideas of federalism.
