The nation's higher education system is in need of urgent reform, according to a report issued by NCSL's Blue Ribbon Commission on Higher Education in late November. The risk of state legislatures not taking action, the report says, is a loss of the nation's economic strength and competitiveness. Task force members were particularly alarmed by the statistic that only three out of every 10 eighth grade students will end up with a college degree.
