After calling the New Mexico Legislature's 2007 regular session, which adjourned on Saturday, "the most productive legislative session in New Mexico's history," Gov. Bill Richardson promptly announced that he would call lawmakers back into special session this week. According to an AP story in The New Mexican,
On Richardson's agenda: a $200 million financing plan for local and tribal road projects, limits on campaign contributions and a domestic partnership measure to give unmarried couples, including homosexuals, the same rights as married couples.
Each of those proposals failed to clear the Senate during the 60-day session. And that's where Richardson will have to do some serious lobbying to gain the victories he wants--and needs--during the special session.
On his blog, New Mexican reporter Steve Terrell cleverly called the end of one session and the start of another one, "sine not so die." (See our previous post, "Sine Die and other Vulgarities.")
In a news article, Terrell predicts that the accomplishments of the legislature during the regular session that Gov. Richardson will be talking about on the presidential campaign trail include a renewable energy program, tax cuts and an increase in the minimum wage.
