California Reform in the Works?

In the wake of massive budget deficits in California, a number of groups are calling for government reforms as reported by the Los Angeles Times. The reforms range from changes in budgeting practices to a state constitutional convention. Others call for a change to the super-majority requirement for passing the budget or making the Legislature part time. There seems to be a growing sense that the government needs some real repairs.
